1. General Provisions

1.1. The standard of anti-corruption behavior of employees of the Federal State Budgetary Scientific Institution ‘Institute of Experimental Medicine’ (FSBSI ‘IEM’) was developed in accordance with the Federal Law of December 25, 2008 No. 273-FZ ‘On Combating Corruption’, Decree of the President of the Russian Federation of April 1, 2016 No. 147 ‘On the National Anti-Corruption Plan for 2016-2017’.

1.2. The standard of anti-corruption behavior of employees is a set of legally established rules expressed in the form of prohibitions, restrictions, requirements, following which implies the formation of sustainable anti-corruption behavior among employees of the Federal State Budgetary Scientific Institution ‘IEM’.

1.3. The standard of anti-corruption behavior of an employee of the Federal State Budgetary Scientific Institution ‘IEM’ implies the activity of his actions aimed at preventing manifestations of corruption, and (or) strict compliancewith the established instructions in the form of refusing to perform any actions. At the same time, the behavior of an employee of the Federal State Budgetary Scientific Institution ‘IEM’ must comply with the ethical rules provided for by the Code of Professional Ethics and Official Conduct of the Employees of the Federal State Budgetary Scientific Institution ‘IEM’.

1.4. The behavior of an employee of the Federal State Budgetary Scientific Institution ‘IEM’ is based on the factor of direct actions for the performance of official duties in accordance with the job description:

– realization of rights and obligations;

– bearing responsibility for non-performance (improper performance) of official duties;

– making decisions on issues enshrined in the job description:

Deviation in the exercise of their powers from the job description may contribute to the commission of corruption offenses, as well as be a sign of corrupt behavior.

2. Basic concepts and definitions

2.1. Corruption – abuse of official position, giving a bribe, receiving a bribe, abuse of power, commercial bribery or other illegal use by an individual of his official position contrary to the legitimate interests of society and the state in order to obtain benefits in the form of money, valuables, other property or services of a property nature, other property rights for themselves or for third parties, or illegal provision of such benefits to the specified person by other individuals. Corruption is also the commission of the listed acts on behalf of or in the interests of a legal entity (paragraph 1 of Article 1 of the Federal Law of December 25, 2008 No. 273-FZ ‘On Combating Corruption’).

2.2. Countering corruption is the activity of federal government bodies, government bodies of the constituent entities of the Russian Federation, local governments, civil society institutions, organizations and individuals within their powers (paragraph 2 of Article 1 of the Federal Law of December 25, 2008 No. 273-FZ ‘On combating corruption’):

a) to prevent corruption, including the identification and subsequent elimination of the causes of corruption (prevention of corruption);

b) to identify, prevent, suppress, disclose and investigate corruption offenses (fight against corruption);

c) to minimize and (or) eliminate the consequences of corruption offenses.

2.3. Organization – a legal entity, regardless of the form of ownership, organizational and legal form and industry affiliation.

2.4. Bribe – the receipt by an official, a foreign official or an official of a public international organization personally or through an intermediary of money, securities, other property or in the form of illegal provision of property services to him, the provision of other property rights for actions (inaction) in favor of the bribe giver or persons represented by him, if such actions (inaction) are included in the official powers of the official or if he, by virtue of his official position, can contribute to such actions (inaction), as well as for general patronage or connivance in the service.

2.6. Commercial bribery – illegal transfer of money, securities, other property to a person performing managerial functions in a commercial or other organization, provision of property services to him, provision of other property rights for actions (inaction) in the interests of the giver in connection with the official occupied by this person regulation (Part 1 of Article 204 of the Criminal Code of the Russian Federation).

2.7. Conflict of interest – a situation in which the personal interest (direct or indirect) of an employee (representative of an organization) affects or may affect the proper performance of his official (labor) duties and in which a conflict arises or may arise between the personal interest of an employee (representative of an organization) and the rights and the legitimate interests of the organization, which can lead to harm to the rights and legitimate interests, property and (or) business reputation of the organization, an employee (representative of the organization) of which he is.

2.8. Personal interest of an employee (representative of an organization) is the interest of an employee (representative of an organization) related to the possibility for an employee (representative of an organization) to receive income in the form of money, valuables, other property or services of a property nature, other property rights for himself or for third parties in the performance of official duties. persons.

3. Principles of anti-corruption behavior of an employee of the Federal State Budgetary Scientific Institution ‘IEM’.

3.1. The main principles of anti-corruption behavior of an employee of the organization are:

– incorruptibility – opposition to the manifestation of corruption in all its forms;

– legality – the performance of their official duties within the established powers;

– decisiveness – the obligation to take measures to prevent the emergence of a corruption-threatening situation and (or) eliminate manifestations of corruption;

– exactingness – the formation in one’s official activity of conditions under which the appearance of a corruption-hazardous situation is impossible;

– openness – an approach to the organization of one’s official activities, which allows, within the limits established by law, to ensure decision-making on the basis of objective and verifiable criteria;

– responsibility – a voluntary obligation of an employee of an organization to bear personal criminal, administrative, disciplinary, financial responsibility for their actions or inaction, which led to manifestations of corruption in the course of official activities.

4. Rules of anti-corruption behavior of employees of the Federal State Budgetary Scientific Institution ‘IEM’.

4.1. The rules of anti-corruption behavior of an employee of the Federal State Budgetary Scientific Institution ‘IEM’ do not allow him to:

  • receive in connection with the official position or in connection with the performance of official duties remuneration from individuals and legal entities (gifts, monetary rewards, loans, services, payment for entertainment, recreation, transportation costs and other remuneration). Gifts received by an employee of the Federal State Budgetary Scientific Institution ‘IEM’ are transferred according to the act, with the exception of cases established by the Civil Code of the Russian Federation.
  • accept, contrary to the established procedure, honorary and special titles, awards and other insignia (with the exception of scientific and sports) of foreign states, international organizations, political parties, other public associations and other organizations;
  •  use for purposes not related to the performance of official duties, means of material, technical, financial and other support, other property of the organization;
  • disclose or use for purposes not related to work information classified in accordance with federal laws as confidential information, or proprietary information that became known to him in connection with the performance of official duties;
  • create structures of political parties, religious and other public associations (with the exception of trade unions, as well as veterans and other bodies of public amateur performance) in the organization or facilitate the creation of these structures.

5. Responsibilities of employees of the Federal State Budgetary Scientific Institution “IEM”

5.1. An employee of the FSBSI ‘IEM’ is obliged to:

  • comply with the Code of Ethics and Official Conduct of Employees;
  • notify your employer in writing of a personal interest that may lead to a conflict of interest and take steps to prevent such a conflict;
  • notify the employer, prosecution authorities or other state bodies of all cases of any persons contacting him in order to induce him to commit corruption offences.

6. Responsibility of an employee of the Federal State Budgetary Scientific Institution ‘IEM’ for corruption offenses

6.1. The responsibility of an employee of the Federal State Budgetary Scientific Institution ‘IEM’ for non-compliance with anti-corruption behavior occurs in accordance with the legislation of the Russian Federation.
